EMERGING WOMEN LEADERS THE FOCUS OF ARLEMP 45 - PHÁT TRIỂN LÃNH ĐẠO NỮ - TRỌNG TÂM CỦA ARLEMP 45

     The identification and development of emerging female law enforcement leaders from around the Asia region has been the focus of the 45^th Asia Region Law Enforcement Management Program (ARLEMP) in Ho Chi Minh City, Vietnam which concluded on Wednesday 31^st January 2018.

     Attended by 22 officers from Australia, Cambodia, Hong Kong, India, Indonesia, Japan, Laos, Macau, Malaysia, Maldives, Mongolia, Myanmar, Netherlands, Philippines, Singapore, South Korea, Sri Lanka, Taiwan, Thailand and Vietnam, the course will assist partner law enforcement agencies to build operational collaboration within the region.

     ARLEMP 45 is aligned with key United Nations (UN) frameworks, including the ‘UN Convention to Eliminate All Forms of Discrimination Against Women and the Beijing Platform for Action on Women in Power and Decision Making’.

     The course heard key statements from established law enforcement leaders including AFP Manager for Asia Cmdr Glen McEwen, AFP State Manager Queensland Cmdr Sharon Cowden, RMIT Vietnam President Gael McDonald, and Vietnam General Department of Police (GDP) Director of Police Political Dept - Major General Nhu Thi Minh Nguyet, the highest ranked female officer in her organisation.

     Commander Sharon Cowden, State Manager Queensland stated “Programs such as ARLEMP continue to build positive relationships with our international counterparts to address transnational crime and the gathering of intelligence and build on the great work of the Liaison Officers in the region.  Participants over the now 15 years of the program continue to be great advocates for the work they do in their home countries with the AFP”.

     Developed in 2003, ARLEMP is a long-term partnership between the AFP, Royal Melbourne Institute of Technology and the General Department of Police of Vietnam’s Ministry of Public Security (MPS) and has become a flagship program for emerging police managers and leaders in the region.

     The Department for Foreign Affairs and Trade is playing a critical part in the program by fully funding the development program as recognition of the importance of female leadership.

PHÁT TRIỂN LÃNH ĐẠO NỮ - TRỌNG TÂM CỦA ARLEMP 45

     Việc nhận định và phát triển các nhà lãnh đạo nữ thực thi luật pháp từ khắp khu vực Châu Á đã trở thành tâm điểm của Chương trình đào tạo quản lý thực thi pháp luật khu vực Châu Á (ARLEMP) lần thứ 45 tại thành phố Hồ Chí Minh - Việt Nam, kết thúc vào ngày 31 tháng 1 năm 2018.

    Với sự tham gia của 22 cán bộ thực thi pháp luật đến từ Úc, Campuchia, Hồng Kông, Ấn Độ, Indonesia, Nhật Bản, Lào, Ma Cao, Maldives, Mông Cổ, Myanmar, Hà Lan, Philippines, Singapore, Hàn Quốc, Sri Lanka, Đài Loan, Thái Lan và Việt Nam, chương trình hỗ trợ các cơ quan thực thi pháp luật đối tác xây dựng quan hệ cộng tác trong khu vực.

     Nội dung ARLEMP 45 phù hợp với các khuôn khổ của Liên hợp quốc (LHQ), bao gồm "Công ước của Liên Hợp Quốc về loại bỏ tất cả các hình thức phân biệt đối xử với phụ nữ” và “Cương lĩnh hành động Bắc Kinh về Phụ nữ".

     Khóa học đã nghe các báo cáo của các nhà lãnh đạo thực thi pháp luật bao gồm Chỉ huy trưởng Glen McEwen - Giám đốc AFP Châu Á; Sharon Cowden - Giám đốc AFP Bang Queensland; Gael McDonald - Chủ tịch RMIT Việt Nam và Thiếu tướng Nhữ Thị Minh Nguyệt, Cục trưởng Cục Chính trị - Tổng cục Cảnh sát, nữ cán bộ giữ chức vụ cao nhất trong đơn vị của mình.

    Chỉ huy trưởng Sharon Cowden, Giám đốc AFP Bang Queensland, khẳng định: "Các chương trình như ARLEMP tiếp tục xây dựng mối quan hệ tốt đẹp với các đối tác quốc tế của chúng tôi để giải quyết vấn đề tội phạm xuyên quốc gia, thu thập thông tin và hỗ trợ công việc của các sĩ quan liên lạc trong khu vực. Những người tham gia chương trình này trong 15 năm qua tiếp tục là những người ủng hộ mạnh mẽ cho công việc mà họ làm ở đất nước mình phối hợp với AFP ".

     Được phát triển từ năm 2003, ARLEMP là mối quan hệ hợp tác lâu dài giữa AFP, Học viện Công nghệ Hoàng gia Melbourne và Tổng cục Cảnh sát Bộ Công an Việt Nam và đã trở thành chương trình tiêu biểu cho các nhà quản lý và lãnh đạo cảnh sát trong khu vực .

     Bộ Ngoại giao và Thương mại Úc đóng một vai trò vô cùng quan trọng trong chương trình, tài trợ 100% chi phí như là việc thừa nhận vai trò quan trọng của lãnh đạo nữ.
